** Smart Loading Zone Program (Broadway Pilot)
------------------------------------------------------------
https://www.nashville.gov/departments/transportation/plans-and-programs/connect-downtown

The Connect Downtown Action Plan (https://www.nashville.gov/sites/default/files/2024-04/Connect_Downtown_Action-Plan_Final_April2024.pdf?ct=1712933525) approved by Metro Council in April 2024 includes numerous projects that will improve safety and accessibility for everyone, balances the needs of all travelers and modes, and reduces traffic congestion.

Downtown Nashville has an incredibly high number of daily deliveries, including food, beverages, packages, and other goods. One of many improvement projects within the Plan is the Smart Loading Zone Program. NDOT is working with Automotus (https://www.automotus.co/) , a private technology firm, to bring automated curb management to downtown. Through state-of-the-art technology and cameras, this program goal is to reduce curb congestion and road blockage to ensure delivery and service companies can provide needed goods and services to downtown businesses. Additional loading areas will be added to the curbs downtown which can also be used for ridesharing in the evenings.

The pilot area that is proposed for a Smart Loading Zone Pilot Program is Broadway from 1st Avenue to 6th Avenue; portions of 3rd Avenue (from Broadway to Symphony Place); and 4th Avenue (from Broadway to Demonbreun).

** Current Status & Next Steps
------------------------------------------------------------

Since summer 2024, NDOT leadership, staff and Automotus representatives have held numerous meetings with downtown community stakeholders and delivery company association representatives. The meetings have led to the development of an NDOT Smart Loading Zone Pilot Program draft permit process for delivery and service companies, a draft enforcement policy for citations within the pilot area, and ordinance changes to grant the NDOT Director the authority to increase the duration that delivery vehicles can park at the curb.

NDOT leadership and staff are continuing meetings with community stakeholders, downtown merchants on the Smart Loading Zone Program (Broadway Pilot). NDOT will not implement this program until we receive input and consensus from all downtown stakeholders and merchants to ensure that the pilot program works for everyone.
